Judy, the point is that the cbc.ca front page does not have an obvious or visible link to the Canada Votes page. In fact, it doesn't have any. At the bottom of the page it has links to local news which, chances are, include some election news if you are lucky. On the right hand side of the screen you can see that one of the "top searches" is "Election." Clearly, people are looking for "Election" in the search function since they can't find it on the front page. Shouldn't that be telling the CBC something?
