Guess who (I)

Can you identify the person in this photograph, despite the poor quality of the image?

Bonus points: when was the photo taken, and what was the person doing at the time?

It's obvious who it is. And I will not reveal what he is doing, since I got this info from you. I only have one question: How much did he reveal before going to this place where he is, or was this "scooped" by News Cavalcade?

Since you posted it a couple of days ago, there's not much of a mystery here.

It's Joe Smallwood, recovering in November 1967 from surgery to repair a detached retina. The surgery took place at St. Michael's hospital in Toronto.

It was, as Horwood described it in a photo from his biography of Smallwood, the only time the little fellow from Gambo was laid up sick in hospital while in office. There's a typo in the cutline on the photo in Horwood's book. The year is given as 1976.
