Other than the capital metro itself, St. John's has the highest rate of federal government employment of any "civilian" city. The other three of the top five, Kingston, Halifax, and Victoria, have larger federal employment presences due in large part to major military or corrections installations (or in Kingston's case, both.)Metro areas not shown on this chart have federal civil service presences of less than 1% of total employment.
