Apropos of Premier-FishMin trips to Norway, a little history lesson about Premier-FishMin trips to Norway. From a CP dispatch of November 7, 1961:
Premier Joseph Smallwood of Newfoundland will be the personal guest of Spanish dictator Gen. Francisco Franco in Madrid Nov. 15...

The visits to Spain and Portugal are part of a European trip Mr. Smallwood is making with Fisheries Minister John T. Cheeseman...

The Premier and his fisheries minister will also visit Switzerland, Norway and the United Kingdom...

In Spain, Portugal and Switzerland the Premier and Mr. Cheeseman will confer with officials about fish and tour processing plants.

What's the history lesson you speak of? Is there something odd about a politician going abroad to discuss and learn about industry common to various places?

I'm not as suspicious as you are about the whole affair. On the other hand, the lack of originality and the need to go to others for ideas I find to be worrying and frustrating.
