Conditions

ODP, talking up the so-called Lower Churchill project, tells Randy Simms on VOCM Monday morning:
We're actually looking at going east and south [with transmission lines], which means we're going to come across Labrador. We'll keep power in Labrador for adjacency purposes if there's industry available there, whether that happens to be an aluminum smelter or some other type of industry, then we'll take that power on down to the island, and we'll clean up the dirty emissions that we have coming from the Seal Cove generation facility.

Interesting.

"If there's industry available there"...

And what would be the locational advantage for said hypothetical industry to locate in Labrador if the same electrical power were made available in Newfoundland — especially southern, ice-free, Newfoundland?

This is the second condition that ODP is musing about that would have to be satisfied before Labrador could actually tap into Labrador's own energy resource, "for adjacency purposes" or otherwise.

The other?

Getting a big honkin' federal subsidy in order to "go it alone" on the so-called Lower Churchill in the first place — including for transmission within Labrador "for adjacency purposes":
... will your party support efforts to develop the hydro-power resources of the Lower Churchill River System [sic] for the primary benefit of Newfoundland and Labrador, including:
• committing to the provision of a Federal Government loan guarantee to proceed with the project; and

• committment of funds and legislative and regulatory measures to develop a truly national electricity transmission system, in particular funding for transmission in Labrador, to Newfoundland, and, if necessary, to the Maritimes?

As much as I appreciate your point here, I thinmk you are overanalysing what was clearly a load of political horseshit.

You have noticed, undoubtedly that at the same time he said that, the premier talked about using the LC power primarily- note the word primarily - for the use and benefit of Labradoreans.

His new deputy premier, Kathy Blunderdale used similar words.

They are wanting it to appear there is something happening that isn't either with respect to labrador or with respect to the project as a whole.

Nothing more; nothing less.

He's said that before, but not in either of his recent VOCM appearances.
