So you've got to provide infrastructure, so you need the bricks and the mortar. Then you have to make sure that you can retain competent professionals to the best of your ability bearing in mind that you're competing with Alberta and Saskatchewan and Ontario. So you have to strike that balance , but then — that's the balance you strike in health care.
