Catch-and-release reporting
The Provincial Government (TPG) today released a report outlining how the blah blah blah.
Curiously, the release doesn't link directly to the study, but rather to a link that links to the study. After you do track down the report — a bloated PDF file, of course — wonder of wonders, you can clip and paste the text.

This year, of course, is 2010, which means one of two things:
(A) TPG received the report some time in 2009 between Christmas and New Year's, and has been very diligent in releasing it consistently with the imaginary 30-day rule; or
(B) TPG received the report some time in 2009 before Christmas, and did not consider itself bound by the imaginary 30-day rule at all.

If you track it back, you will find this study was done for about 50K based on an RFP issued in December 2007.
There were a bunch of town hall meetings held in early 2008.
Other than that it appears to have taken another 18 months or so for the thing to get finished and finally released.
It appears to have been planned for release about now, hence the substitution of Ross for Kathy.
She appears to be indisposed for some reason as a couple of events where others have subbed for her. The release is from Kathy.
The whole 30/60/90 never thing is a lot less interesting, though, than the recommendations: a list of vague statements that seem to be mostly motherhood, apple pie and toutons.
