Reality check challenge

Yeah, again about Himself's remarkable claim during Tuesday's Question Period:
PREMIER WILLIAMS: The hon. the Leader of the Opposition knows very well that we support districts. We support your district. There is a school in L’Anse au Loup. There is a school in Port Hope Simpson. More road money has gone into your district than the entire Province collectively put together, so we do not punish districts.
According to the Danny Williams-Government's own budget documents, We have spent (including this year's budgetted amounts) $865.5-million on road construction and maintenance since Fiscal Year 2004 inclusive, broken down as follows ($million)

Now, in order for the Premier's statement to be true – and, of course, he always speaks the truth – this would have to mean that since 2004, His government has spent 50% of the total amount, plus at least one penny, in the provincial electoral district of Cartwright-L'Anse au Clair.
