The province acknowledges that power for economic development in Labrador is a priority.

Ensure our energy resources, where appropriate, are used as a tool to promote economic development, particularly in rural areas and Labrador.

Okay... given that the energy plan itself is fantastically light on the specifics of this "economic development in Labrador", given that there are plans for a transmission line to make Labrador hydro available in Newfoundland, but not in Labrador itself, and, especially, given that the phrase "economic development in Labrador" appears more often in the press release describing the plan than in the plan itself (where it appears just once), what, exactly, is the Danny Williams plan for economic development in Labrador?
