Custom cabinets

In 2003, when Danny Williams-Government formed his first cabinet, leaving his only Labrador MHA outside the door, he justified his decision in these words:
You can't have it both ways. If you're going to cut the cabinet back then obviously certain portions of the province, minute portions of the province, can be left out.
Labrador, of course, is by far the larger "portion" of the province, with nearly three quarters of its landmass. It also has a share of the provincial population that is three times the province's share of the national population.

So, where was Dennis O'Keefe then?

If Dennis O'Keefe is so concerned, why didn't he speak up during the election, when it might have made a difference?
