The rest of us can cut and past away.
Check the security permissions on the document. it isn't closed at all.
At some point during the day, that changed. Originally the security settings wouldn't even let you clip text-as-image, let alone raw text, and those settings were in place for some hours this afternoon.
It's a frequent problem with the Openness Government's web documents, in fact. Sometimes, if you complain, they will unlock them. That's Openness. I guess.
